Heh. Not this again. IF they get it to the moon, and IF it doesn't encounter rocks it cannot avoid, and IF it doesn't break down from the supersharp silicates that make up moondust and IF they limit themselves to only a single plain so they don't have to climb in and out of craters, it'll take decades for even a hundred vehicles to make a logo on a canvas the size of Texas.

Navigation is also a problem. There is no GPS or magnetic field, and starcharts aren't accurate enough to put your plow within inches of the previous path you plowed.

Heinlein proposed it in "The Man Who Sold The Moon." Not even technically difficult.

Think dye from rockets -- only a little dye evenly distributed can cover a huge amount of ocean.

Dye doesn't necessarily need to be liquid. If one is flinging it through vacuum, it seems implausible that it would be, in fact.
