Assuming they all vote together. Specter voted against the party line before, so I don't think we can assume he'll stop now.
What I don't get is his position on the EFCA. He voted for cloture for the 2007 version, but said he wouldn't do the same this year. The weird part is, now that he's jumped ship, he says he still won't vote for cloture, which will pretty much guarantee that labor will pressure the DNC to run somebody against him in the 2010 primary. I had thought his sudden opposition to the EFCA was just to shore up his Republican bona fides, but now I have no idea what's going on.
