Not too surprising. The Mahdi Army's militias are operating independent of the government, while SCIRI is part of the "United Iraqi Alliance" party which won the most votes in the '05 election, so they're effectively the majority party in the Iraqi gov't. Insofar as helping the SCIRI militias fight the Mahdi Army militias helps reduce the latter's influence, that helps the Iraqi government. At least, that's the admittedly convoluted rationale as I see it.
