Why English must be a requirement for public office in the U.S.

Remember South Dakota? They have more charming senators there:

"I think 'rape and incest' is a buzzword," said [State] Rep. Joel Dykstra about not including those conditions in the abortion bill. "It's a bit of a throwaway line and not everybody who says that really understands what that means. How are you going to define that?"

I'm starting to see a pattern here. Dykstra and Napoli are actually serial rapists. They seem to think that rape and incest are the fault of the vitims, not the perpetrators.
