Er, it's kinda simple, really. Especially for catholic boys. The first time I looked at a girl and thought "I'd like to do something about that... haven't the faintest clue what, but I'd definately like to do something about it.", she was wearing a catholic school uniform.

Early positive sexual experiences being what they are.

Now, mind you, I can't give you any explanation for being into babytalk/immature behavior, because it doesn't do it for me.

But sure, if the mature woman I'm dating, who I like having conversations and sweaty sex with, wants to dress up like a schoolgirl, or a cheerleader, or do any number of things which and early girlfriend did, because it's going to get me hot... it's going to get me hot.

There might be an equivalent look for a male, but I don't think it's as strong a cue. And I suspect a lot of the whole thing is driven by the porn industry. Adult woman dressed as a schoolgitl is legal, and feeds some old preferences for the young bride. But not necessarily illegal acts, even if the photographs might be -- age limits have odd quirks.

A 15-year-old isn't what most people would think of as a child, although not necessarily adult (culture-dependent, that is). That's the useful side to the label "teenager". "Protect the children", wail about "teenage gangs", and quietly destroy the society that adults have created.
