While it links to an LJ post, that post then links to a slashdot article. It has comments in it which include that quote. I think that's the original source.

Actually, it was introduced as a verb in the old "sniglets" routine by the otherwise singularly unfunny Rich Hall. What it meant then was "to ask someone a question when their mouth is full." But I've seen other people use it as a verb meaning "to copy" since then.

Snarf - The act of expelling something from ones nasal cavity following a joke.

Alternate: to swipe and use material for one's own purposes.

When I was a wee-lad, we used the word "scarf" to refer to swiping and using material.

A set of the alternative definitions is here.

I would guess that the word evolved from "snort + scarf": an imitative sound added to scarf. From there, an easy jump to the Internet.
