Could you try to translate that for those of us who are profoundly lost? I think you were serious based on the latex and % parts but I have absolutely no idea what this might mean.

It's an emacs directive.

%-*- means "Start a comment in a LaTeX document indicating an emacs directive."

mode: noweb; noweb-code-mode: coffee-mode ; noweb-doc-mode: latex-mode means "I'm going to be writing in Noweb, the Literate Programming toolkit; my documentation language will be LaTeX and my programming language is CoffeeScript."
