It's not that they can't, it's that they won't -- and they're smart not to. Admitting they want to cut Social Security, Medicare, or the military would be electoral suicide. And even apart from that, promising specific tax cuts and vague spending cuts has proven to be a winning strategy.

Not that I'm convinced most of them want to cut spending at all...

It's not like they're seeking these jobs to serve the public interest. Government is bad and should be small enough to drown in the bathtub, but big government paychecks are alllllright!
