So, let me get this straight: the most popular series right now is some vaguely high-school yurilicious show about a human railgun?

I have no idea what the setting is supposed to be; anime encyclopedia describes it as a "side story." I watched the first episode last night, and am, well, baffled begins to describe it.

Well, I'd like to say that the story makes more sense if you've seen the "Index" series that this is a prequel to, since "Index" spends more time explaining the particulars of the world... But regardless it is a very silly premise. I started to call it a very silly world, but since one of the plot-lines involves someone being drafted into a program where he finds himself killing 10,000 clones of a girl, one at a time, in order to make him more powerful... I don't really know why I like these shows. But they are actually kinda cool.
