Sounds like something out of Girl Genius.
The premise of the manga is, of course, precious beyond words: the hot chick mad scientist discovers a secret formula. You rub it on a body part, then rub that body part against another person's, and whichever you perceive to be the "better" body part, you get. Hilarity (and hentai) ensues. The line above is after said mad scientist's sister begs her to find a way to undo it.
