I'm sure that what Bill heard about was the one of those companies like Avram of PHC, which maps out whole cities on a block-by-block basis, runs analyses, and then advices the gas companies of what the franchise at such-and-such address could charge and still pull in customers. The gas companies do forward that information to their franchisees, but the fact is that information is not collusive nor dictated.
