Or if you had access to a colo facility, you could sell the whole shebang hardware and all. The trick is, since this is all going to be LAMP-based, arranging the hosting and the support...
But, yeah, I could see this being a serious opportunity for somebody with a T-1 in their basement and a yen for politics.
