Lifting the trade sanctions on outgoing oil would at least raise the quality of life for the average citizen, sending in the aid agencies to co-contribute with these projects would also ensure the money actually reached where it was needed. Further a bit of positive western influence could help persuade the people of the merits of some western ideas.
As for sending the army in to change peoples minds (particularly on religious grounds) not a great track records as far as I know. Sure its worked in a few examples but this was mainly with 2 integrationist cultures like the romans holding egytian territories (about 400 years worth of late Egypt producing some great fusions in both parent cultures) or to a lesser extent the british in India ( Lord Pickman deified as hindu god of shorthand, some reform of the caste system, and curry the new english national dish from later immegration).
Well sorry for ranting, I personnally reckon both bush and blair want Iraq for the oil either directly or most likely by favorable trade treaty with a new puppet government .
Finally I'd like to say I agree completely about the mother teresa thing, it is fairly sick and just shows press bias in reporting on her. Secondly I'd like to say I really enjoy your site and i've been an occasional reader for the last couple of years.
