Every single person at Gitmo was either captured on the battlefield, or turned in by agents of their own country as conspirators for Al Qaeda.

None of the people turned in by their own countries have yet been released, thank goodness. The rest were guilty of being unlawful combatants, at the very least.

None of the people released were innocent... they were just judged to no longer pose a threat.

The fact that 20% of those did in fact continue to pose a threat is the failure. They should never have been released.
