Now that I know it's a fire-safe cigarette extinguishing station, I'd suggest it's actually a good idea, as it will keep some smokers from just tossing their butts onto the ground, as so very many do. Someone comes up, smoking, gets out of the car still smoking, hopefully extinguishes the butt using the station rather than tossing it onto the ground and (maybe) stepping on it.
